ESMA nominates Emirates Gas LLC, a subsidiary of ENOC, as ‘official executors’ of CNG activities in Dubai • EMGAS marks official inauguration of distribution of Compressed Natural Gas (CNG) as an alternative green automotive fuel • EMGAS operates one CNG mother station, 3 daughter stations and a mobile filling unit

Emirates Authority for Standardisation & Metrology (ESMA), the UAE’s sole standardisation body, has officially nominated Emirates Gas LLC (EMGAS), a subsidiary of Emirates National Oil Company (ENOC), as the executors of Compressed Natural Gas (CNG) activities in the UAE.

At a ceremony held at ENOC’s headquarters in Dubai, ESMA joined EMGAS in making the landmark announcement, which is expected to further drive the usage of CNG as an alternative green automotive fuel in the UAE. The ceremony also marked the official inauguration of the distribution of CNG in the country.

An agreement was signed between ESMA and EMGAS, to underline the official support of ESMA in further popularising the usage of CNG, which will contribute tremendously to the sustainable development initiatives of the UAE.

Mohammed Saleh Badri, Acting Director General of ESMA said: “One of the UAE’s key pillars to drive sustainable growth and achieve our Vision 2021 to be among the best nations in the world is to encourage energy use efficiency. The CNG initiative by EMGAS is path-breaking for its convenience and efficiency, which will contribute to a greener nation. ESMA has evaluated the parameters outlined by EMGAS in their commercial distribution of CNG, and they uphold the highest standards across all aspects of operation. By nominating EMGAS as official executors of CNG, we expect more customers to step forward to use this cleaner and greener automotive fuel.”

Saeed Khoory, CEO of ENOC said: “The ‘Green Economy for Sustainable Development’ vision announced by His Highness Sheikh Mohammed Bin Rashid Al Maktoum, UAE Vice President and Prime Minister and Ruler of Dubai, serves as our guiding principle in initiating and popularising sustainable development initiatives. Through the launch of commercial sale of CNG and providing the requisite support infrastructure, we are focused on further promoting its use for preserving the environment and promoting energy use efficiency. We thank ESMA for nominating EMGAS as the official executors of CNG activities in Dubai.”

Zaid Alqufaidi, ENOC Marketing Managing Director, said: “With the UAE placing increasing focus on promoting alternative sources of energy and driving sustainable growth, CNG has a key role to play in supporting the country’s green vision, for the automotive sector. The announcement by ESMA will encourage more customers to adopt CNG as their choice of cleaner and greener fuel, thus strengthening the UAE’s focus on conserving our resources and protecting the environment for future generations.”

Hesham Ali Mustafa, Senior Director – ENOC Gas Marketing and General Manager of Emirates Gas LLC, said: “The ESMA announcement is a true milestone in our commitment to promote the usage of CNG, as a cleaner and greener automotive fuel. It underlines the highest standards we uphold in delivering the fuel, which will help limit greenhouse gas emissions and promote environmental sustainability. The tremendous response we have received from various governmental entities highlights the strong interest in Dubai to adopt green initiatives to fulfil the sustainable development vision of the government.”

EMGAS, as part of its CNG initiative in Dubai, commenced commercial operations of CNG vehicle refuelling in November 2013. Today, EMGAS has a CNG Mother Station located close to its facilities in Jebel Ali, from where dedicated EMGAS CNG Tankers will receive and distribute CNG to its customers including DP World, Dubai Police and Dubai Airports.

Three dedicated CNG Daughter Stations will be installed at the premises of EMGAS customers for quick and efficient distribution of CNG. The seamless supply of CNG through the Daughter Stations is assured through a fleet of dedicated trailers, which will top up the clean fuel on a regular basis.

EMGAS also owns and operates a CNG mobile filling unit, which tours customer premises to distribute CNG as per their requirement. The advanced and fully-certified CNG mobile filling unit of EMGAS is equipped with 4,869 litres on-board CNG storage, compressor and electronic dispenser.

Several governmental entities and private businesses are in discussions with EMGAS for commencing usage of CNG for their vehicles.

Credited with launching CNG in Dubai through a pilot project with RTA in 2006, EMGAS is the largest supplier of LPG in the UAE, and the market leader in supplying a variety of LPG products and propane used in industrial, commercial establishments and residential areas.

Kaspersky Lab: “Ice fog” cyber-espionage campaign continues

Researchers discover a US-specific operation run by the attackers using a Java backdoor allowing longer, yet more covert attacks.

Kaspersky Lab’s security research team recently today published a new research paper on the discovery of “Icefog”, a small yet energetic APT group that focuses on targets in South Korea and Japan, hitting the supply chain for Western companies. The operation started in 2011 and has increased in size and scope over the last few years.

Icefog, also known as the “Dagger Panda” by Crowdstrike’s naming convention, infected targets mainly in South Korea and Japan. At the time, Kaspersky Lab researchers described the attacks as being of a  hit and run’ nature, where in the attack usually lasts for a few days or weeks and once the attackers have what they are looking for, they clean up and leave. According to the team, the attack indicated an emerging trend in cybersecurity where smaller hit-and-run gangs go after information with surgical precision.

Since the publication of the report in September 2013, the Icefog attackers were reported to have gone completely dark, shutting down all known command-and-control servers. Yet consistent monitoring of the operation pointed researchers to an interesting connection that seemed to indicate a Java version of Icefog, further to be referenced as “Javafog”, discovering another generation of backdoors used by the attackers.

Researchers said that while the Java malware is definitively not as popular as Windows PE malware, it can be harder to spot. In fact, during the sinkholing operation for the “lingdona[dot]com” domain, researchers observed 8 IPs for three unique victims of Javafog, all based in the United States. One of the victims was identified as a very large American independent Oil and Gas corporation, with operations in many other countries.

In another case, the team observed an attack commencing by exploiting a Microsoft Office vulnerability, followed by the attackers attempting to deploy and run Javafog.

“One can only assume that based on their experience, the attackers found the Java backdoor to be more stealthy and harder to notice, making it more attractive for long term operations while previous Icefog operations were described as being very short , of the “hit and run” nature. The focus on the US targets associated with the only known Javafog could indicate a US-specific operation run by the Icefog attackers; that was planned to take longer than usual, to allow, for instance, long term collection of intelligence on the target indicating another dimension to the Icefog gang’s operations, which appear to be more diverse than initially thought,” said Vitaly Kamlyuk, Chief Malware Expert at Kaspersky Lab.

In their earlier report, researchers stated that based on the list of IPs used to monitor and control the infrastructure, some of the players behind this threat operation could be based in at least three countries: China, South Korea and Japan.

Kaspersky Lab’s products detect and eliminate all variants of Icefog malware.

To read the full report with a detailed description of the backdoors, other malicious tools and stats, together with indicators of compromise, see Securelist. A complete Icefog FAQ is also available.

The Statement of the Commissioner for Human Rights (Ombudsman) of the Republic of Azerbaijan on the 24rd Anniversary of the Tragedy of January 20, 1990

It has already passed 24 years from the 20 January Tragedy. This massacre, spilled blood and a grave crime against humanity have been already remembered for 24 years. This date has engraved on to our memory as Black January is also the memorial day of our martyrs as well as our fought for the territorial integrity, unity and equality. Doubtless as every crime, this crime had also its instigator and perpetrators.

As the years  have passed  since January 20, 1990  different aspects, the essence of that bloody event, identity and the aims of the perpetrators become much clearer.

At the night from 19 to 20 January 1990 armoured vehicles, military forces, entered Baku city, Sumgayit, some other regions of our country without any prior notification. As a result the norms of international law, relevant provisions of the Constitutions of former USSR and Azerbaijan SSR were severely violated. Our multinational population who protested against durable aggression of Armenian nationalists against Azerbaijan Republic and struggled for their land, national dignity and honor were subjected to special cruelty and torments.

As a result of special military operation held following the Orders of the leaders of the USSR, the military forces entering Baku from different directions killed 147 unarmed civilians with special cruelty regardless their nationality, age and sex. In the capital, surrounding settlements, and districts 744 innocent persons were injured, hundreds of persons went missing and 841 persons were imprisoned unlawfully.

Baku reminding front-line, being under siege, and surrounded with military forces and  vehicles were destroyed, hundreds unarmed, peaceful persons including women, elderly, and children were annihilated, administrative buildings, houses and transport facilities were seriously damaged. In order to conceal committed savagery the exact number of the killed persons, inhuman war criminals annihilated even their corpses.

During the attack prohibited weapons and supplies were used. Soldiers, who lost their sense of mercy, killed seriously wounded persons on spot. Even ambulance cars and doctors were fired at; medical servants were injured and killed.

Thus, the peaceful and unarmed people demanding the restoration of their constitutional rights were murdered by the armed forces, but this act failed to break the will of the people demonstrating their invincibility to the world. This fight for freedom consolidated our population closer, which resulted with gaining of the independence of Azerbaijan in 1991.

This crime as one of the most terrible acts of violence, inhuman treatment and torture committed in XX century engraved in memory of our people forever. Our people will never forget that horrible night-20 January as an integral part of the aggressive policy of the Soviet empire against Azerbaijan, accompanying with mass violation of fundamental human rights and freedoms.

Soviet Union leaders who carried out “perestroika” policy, committed unprecedented military aggression against Azerbaijan, grossly violated the supreme right of persons – the right to live, breaking the norms of international law. This terrible event was the beginning of the organized terror policy and one of the gravest blows among the terror acts committed against the Azerbaijani people. By committing this crime Soviet empire supported uncontrolled political forces of Armenia. As a result,  Armenian long term aggression, ethnic cleansing policy, massacres were committed against Azerbaijanis, twenty percent of the country territory was occupied, more than one million people became refugees and IDPs in their own country being withdrawn from Armenia, Nagorny Karabakh and seven surrounding rayons of Azerbaijan.

In his sharp statement National Leader Heydar Aliyev demanded to give political appraisal to the crimes committed in Baku and to punish perpetrators yet on January 21, 1990 underlining the crime committed on 20 January against Azerbaijani people as a grave crime against mankind, humanism and humanity.  With the recommendation of the National Leader who proclaimed that date as the Day of National Mourning, the Azerbaijan Parliament (Milli Majlis) for the first time gave the official, political and legal assessment to this event and declared that this tragedy was against struggle for freedom and independence of the Azerbaijani people.

Every year 20 January is marked as the Day of National Mourning and the Azerbaijanis recall courageous sons of our people with respect.  Plan of Actions with regard to conduction of range of relevant events in thecapital and regions was approved this year as well. According to Decree of the President of the Republic of Azerbaijan, the honorary title of “Martyrs of January20” was conferred on victims of the tragedy for the outstanding example of patriotism. According to the relevant Decree “On improving state care for the persons who became disabled as a result of the events of January 20, 1990”, the monthly allocations for them have been raised and this care is being continued.

The President of the Republic of Azerbaijan, Ilham Aliyev who successfully continues the political course of National Leader, attaches special attention to honoring 20 January martyrs and to solution of social problems of their family members. The persons who became disabled during this tragedy are provided with relevant allocations from State Social Protection Foundation annual budget, as well as with the Presidential allowances in accordance with the Presidential Decree from 19 January, 2011.

The articles about this tragedy are being published in leading newspapers worldwide.  “The Washington Times” published in its volume dated 9 January 2013 about the essence and perpetrators of the tragedy, underlining also that this tragedy followed by other similar crimes committed in post Soviet countries such as Kazakhstan, Georgia and Lithuania. However, the crime committed in Azerbaijan was the more brutal in compare to the crimes in above mentioned countries. Our Diaspora organizations in Europe and worldwide also organize different events and ceremonies to draw the attention of international community to the 20 January Tragedy and to the realities of Azerbaijan in whole. The US-Azerbaijani Network launches public awareness campaign of the American community, media and country officials on the 20 Black January Tragedy. In the news published by the Network, it was reported that “the Soviet troop contingent occupied Baku on January 20, 1990 and killedthe civilians. This aggression by the Soviet empire was the next massacre against its own citizens, which preceded by such actions in other states”.

Informing the American public on 20 January events through this campaign, the USAN members call on the law-makers of the country to adopt a resolution officially condemning this inhuman action. This must be noted that within the last two years, the members of the Network achieved adopting of resolutions on 20 January in Texas and New York State Parliaments. Azerbaijan and Turkish Diasporas in USA addressed a letter to Congress, drawing the attention to 20 January Tragedy and asked to commemorate the victims of the tragedy indicating advanced statistical data.

Houston-Baku Sister City Association and Assembly of Canadian Azerbaijani Associations launched memory events in Calgary and Ottawa cities in order to make awareness about essence of the tragedy. The seminars devoted to the 24rd Anniversary of the Bloody January were launched in Preston University, Pakistan and Australian-Azerbaijani Friendship Society. Moreover, the victims of this tragedy were commemorated in about 20 mass media of Jordan and pictures as well as documentary video presentations about this tragedy were presented in the exhibition called “Tragedy of 20 January” organized in Kuwait.

The Alley of Martyrs became a holy commemoration place for our nation, accusing the perpetrators of the tragedy.

Discussions on protection of human rights and freedoms at the inter-state level and creation of international maintenance in this regard are of the main achievements of the international law. Thus, human rights exceed the boundaries of internal power of states and attain international importance. The principles of the Universal Declaration on Human Rights and other International Acts on Human Rights, the provisions of the 1949 Geneva Conventions, also other international human rights legal norms were severely violated.

Tragedy of January 20 is terrible crime among the terror acts resulted in mass annihilation of people according to its essence and scale. Nevertheless, international legal appraisal was not given to this bloody tragedy up to now, this crime has not been given an international legal assessment and the instigators as well as perpetrators of this crime have not been yet punished.

Once more we declare that this slaughter was planned in advance and committed against our people, with the aim of annihilation of civilians, accompanied by gross violation of human rights.

We do hope that the world community, international organizations will support the justified demands of Azerbaijan, and this grievous crime against humanity will receive international recognition as a bloody event against humanity and the perpetrators will be punished soon.

Worsening Wealth Gap Seen as Biggest Risk Facing the World in 2014

The chronic gap between the incomes of the richest and poorest citizens is seen as the risk that is most likely to cause serious damage globally in the coming decade, according to over 700 global experts that contributed to the World Economic Forum’s Global Risks 2014 report, released today.

Taking a 10-year outlook, the report assesses 31 risks that are global in nature and have the potential to cause significant negative impact across entire countries and industries if they take place. The risks are grouped under five classifications – economic, environmental, geopolitical, societal and technological – and measured in terms of their likelihood and potential impact.

Most likely risks

Income disparity (societal risk)

Extreme weather events (environmental risk)

Unemployment and underemployment

(economic risk)

Climate change

(environmental risk)

Cyberattacks (technological risk)

Most potentially impactful risks

Fiscal crises (economic risk)

Climate change

(environmental risk)

Water crises (environmental risk)

Unemployment and underemployment

(economic risk)

Critical information infrastructure breakdown (technological risk)

Most likely global risks: After income disparity, experts see extreme weather events as the global risk next most likely to cause systemic shock on a global scale. This is followed by unemployment and underemployment, climate change and cyberattacks.

Most potentially impactful global risks: Fiscal crises feature as the global risk that experts believe has the potential to have the biggest impact on systems and countries over the course of the next 10 years. This economic risk is followed by two environmental risks – climate change and water crises – then unemployment and underemployment, and fifth critical information infrastructure breakdown, a technological risk.

“Each risk considered in this report holds the potential for failure on a global scale; however, it is their interconnected nature that makes their negative implications so pronounced as together they can have an augmented effect,” said Jennifer Blanke, Chief Economist at the World Economic Forum. “It is vitally important that stakeholders work together to address and adapt to the presence of global risks in our world today.”

In addition to measuring the seriousness, likelihood and potential impact of these 31 global risks, Global Risks 2014 includes special investigations into three specific cases: the increasing risk of “cybergeddon” in the online world; the increasing complexity of geopolitical risk as the world moves to a multipolar distribution of power and influence; and youth unemployment and underemployment.

In particular, the report considers the twin challenges facing those coming of age in the current decade of reduced employment opportunity and the rising cost of education, and considers the impact on political and social stability as well as economic development. With over 50% of young people in some developed markets currently looking for work and rising informal employment in developing regions where 90% of the world’s youth live, the report offers insight into how technological and other measures can be deployed to mitigate some of this risk.

David Cole, Group Chief Risk Officer of Swiss Re, said: “Many young people today face an uphill battle. As a result of the financial crisis and globalisation, the younger generation in the mature markets struggle with ever fewer job opportunities and the need to support an ageing population. While in the emerging markets there are more jobs to be had, the workforce does not yet possess the broad based skill-sets necessary to satisfy demand. It’s vital we sit down with young people now and begin planning solutions aimed at creating fit-for-purpose  educational systems, functional job-markets, efficient skills exchanges and the sustainable future we all depend on!”

The deepening reliance on the Internet to carry out essential tasks and the massive expansion of devices that are connected to it, make the risk of systemic failure – on a scale capable of breaking systems or even societies – greater than ever in 2014, according to the report. Recent revelations on government surveillance have reduced the international community’s willingness to work together to build governance models to address this weakness. The effect could be a balkanization of the Internet, or so-called “cybergeddon”, where hackers enjoy overwhelming superiority and massive disruption is commonplace.

“Trust in the Internet is declining as a result of data misuse, hacking and privacy intrusion,” said Axel P. Lehmann, Chief Risk Officer at Zurich Insurance Group. “A fragmentation of the Internet itself is the wrong way to solve this issue, as it would destroy the benefits the Web provides to all of us. Rather than building walled gardens, it is time to act by setting up security standards and regaining trust.”

Today’s multipolar world presents four key threats that could each impact global stability in the next five to ten years:

  1. Emerging market uncertainties, whereby the world’s major emerging markets become unstable as a result of social, political or economic pressure
  2. Commercial and political frictions between countries, where trade and investment become increasingly used as a proxy for geopolitical power, with increased flashpoints as a result
  3. Proliferation of low-level conflict, caused by technological change and reluctance of major powers to intervene, which could easily spill over into full-scale warfare
  4. Slow progress on global challenges, where persisting deadlock in global governance institutions leads to failure to adequately address environmental and developmental challenges that are truly global in nature

“A more fractured geopolitical environment threatens to impede progress in industries which are critical to global development, such as financial services, healthcare and energy,” noted John Drzik, President of Global Risk and Specialties at Marsh. “The world needs more coordinated governance to prevent slow-burning, systemic risks from developing into full-blown crises.”

Global Risk 2014 has been developed with expert contributions from Marsh & McLennan Companies, Swiss Re, Zurich Insurance Group, the Oxford Martin School (University of Oxford), the National University of Singapore and the Wharton Risk Management and Decision Processes Center (University of Pennsylvania).

EMIRATES AIRLINE NAMED AS OFFICIAL CARRIER FOR THE GOVERNMENT SUMMIT 2014

The Government Summit, the world’s biggest platform for the advancement of government services, announces that Emirates, a global connector of people and places, is to be the official carrier for the 2014 event.

Held under the patronage of His Highness Sheikh Mohammed Bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, the second Government Summit will be held in Dubai from 10-12 February 2014. The 2014 Summit will provide a much needed platform for exchanging knowledge and experience with three themes shaping the Summit’s high-level dialogue and proceedings through the prism of “Leading Government Services”.  These themes comprise Citizen Happiness, Lessons from the Private Sector, and the Future of Government Services.

As a premier service provider and a global connector of people, Emirates is ideally placed to be the official carrier as the Summit seeks to explore the relationship between citizens and governments through the provision of services.

Emirates’ participation in the 2014 Government Summit reflects the vision of His Highness Sheikh Mohammed Bin Rashid at the 2013 Government Summit, where he said that “the government of the future is as hospitable as hotels while offering services around the clock like airlines.”

“As an airline that gives the highest priority to standards of service to our customers, it is fitting that we should support a summit of this nature,” said Sir Tim Clark, President Emirates Airline.  “We connect people, thinking and ideas in many different ways every day and this event is another good example.”

The 2014 Government Summit will bring together more than 3500 of government and business leaders, senior government officials, and subject matter experts to collaborate on new and innovative ways to make governments even more responsive and accessible to the people they serve. This includes sharing best practices with their counterparts from around the world, and discussing sector-specific approaches that lead to the highest possible levels of customer experience, amid the need for fresh thinking and a new and different way of doing government business.
